Service Delivery Policy

"To provide ‘BASIC’ leisure services and facilities to the public through the tax supported general fund, while providing ‘SPECIAL’ leisure services and facilities through user fees and charges."

"Basic" Leisure Services

The basic level of leisure services is one by which facilities, programs, or services are available to, and utilized by, the majority of the city and county’s population where there are no user fees charged. The universal appeal of the mass of citizens and the obligation of government's to provide leisure service opportunities justifies the support of basic level services from the tax supported general fund. While some recreation programs and services will have universal appeal, the majority of basic level services will be the provision of park and recreation facilities.

"Special" Leisure Services

The special leisure services are those programs and services requiring organization, supervision, and/or the assistance of specially talented instructors and/or staff to make them successful. Special leisure services may also include facilities designed and administered to accommodate a special recreation interest orientation. The limited number of people within each interest group to which the service appeals justifies its support from user fees and charges.
